Heather Black has dedicated her life to serving the needs of others through a 25-year career in public service. As the Vice President of 211 System Strategy at United Way Worldwide (UWW), Heather leads the team dedicated to providing leadership and strategy for the North American 211 network. Prior to joining UWW, Heather served in leadership roles with United Way of North Carolina (UWNC), completing her tenure in 2023 as Vice President of the organization. During her time at UWNC, Heather provided strategic direction and leadership for the statewide NC 211 informational and referral system, and NCCARE360, the first coordinated care system in the nation. Heather put NC 211 on the map in North Carolina working to solidify 211 as a critical part of the State’s Emergency Response Team (SERT) and leading the charge to secure more than half a million dollars in state appropriations. Heather joined UWNC after serving as an appointee for NC Secretary of State Elaine Marshall as the Director of Charitable Solicitation Licensing. Heather began her career with the Wireless Foundation, the non-profit arm of the wireless trade association, while living and working in the DC area. Heather is a graduate of Meredith College in Raleigh with a B.S. degree in Business Administration and obtained a Certificate in Non-Profit Management from Duke University in 2021. She serves on the NC Governor’s Commission on Volunteerism and Community Service, is a Member of the Board of Directors of the Blue Ridge Institute and serves as Treasurer for the Florida based non-profit organization Bess the Book Bus.
